The Federal Capital Territory Administration will begin strict enforcement against residents and property owners who have failed to pay outstanding ground rent, land use change or conversion fees, and arrears on Rights of Occupancy and Certificates of Occupancy from Wednesday, November 26.

The Minister’s Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, announced the move in a statement on Thursday.

The administration had earlier granted multiple grace periods. On May 26, following President Bola Tinubu’s intervention, FCT Minister Nyesom Wike gave defaulters 14 days to clear outstanding ground rents and penalties.

Further public notices were issued on September 8, 9 and 10, announcing a reviewed land use/purpose clause and a 30-day window for owners to pay a ₦5 million violation fee and other required charges for land use conversion.

A final 14-day grace period was later published across newspapers, online platforms, radio and television for defaulters in Asokoro, Maitama, Garki and Wuse districts to regularise their land use approvals.

The grace period for ground rent expired on June 9 — over five months ago — while the extension for land use violations ends on Monday, November 24.

Olayinka said the FCTA will now proceed with enforcement from November 26, targeting all categories of defaulters, including those who purchased properties but have yet to obtain the mandatory Minister’s Consent or register their Deeds of Assignment.
